Attached file logcat
It will ask if user agrees to enable Geolocation again after update. (Even user has granted it before OTA)

* Build Number (Both Gecko and Gaia)
Gaia:     680c72ccbd2d5045e590a6ba08de2aac6af71953
  B-D     2013-07-11 05:27:20
Gecko:    http://hg.mozilla.org/releases/mozilla-b2g18/rev/b64372810dd7
BuildID   20130710230201
Version   18.0

* Reproduce Steps
1. Flash device to v1.0.1 build from pvt
2. Change update URL to http://update.boot2gecko.org/inari/1.1.0/nightly/update.xml
3. Launch HereMaps and grant to enable Geolocation
4. Sign in Heremaps
5. Search any location. Ex: Keelung, San Jose...

* Actual results:
1. After OTA, it will ask if user grants to enable Geolocation again while launch HereMaps.

* Expected results:
1. It should not pop the asking page to ask if user grants to enable Geolocation or not.
If a user grants geolocation without remembering their decision, then this is expected behavior. I'm assuming you are talking about the other case - a user decides to remember their decision, OTAs to 1.1, and tries to launch the Maps app. In that argument, this is a dupe of bug 833633.

Although note that bug 833633 mentions app update in the title, the root cause of the issue would happen during any update that reviews the permission list for each app.
Hi Jason,
    I am really sorry to forget to add the step which user decides to remember.
Below are the modified steps.

1. Flash device to v1.0.1 build from pvt
2. Change update URL to http://update.boot2gecko.org/inari/1.1.0/nightly/update.xml
3. Launch HereMaps
4. Enable "Remember my choice" and grant to enable Geolocation.
5. Sign in Heremaps
6. Search any location. Ex: Keelung, San Jose...
