filing a bookmark to empty folder

When using bookmarks in the personal toolbar, i noticed that when you have an
empty folder that you file a bookmark to by using the Add Bookmark dialog
brought up by ctrl-shift-d it does succeed in adding the bookmark to the folder.
however if you click the folder on the personal toolbar you see that while the
new bookmark is indeed added, the first entry in the popup is still the grayed
out (Empty) that is put in when new bookmark folders are created with no contents.
