At least in the E-Mail and Calendar components under the Boot2Gecko product, we are going to be having form ux-review as part of our landing process for user stories, so it seems handy to have that flag available to us.

The policy across other apps in Gaia might vary as to whether they want to formalize the use of the ux-review flag, but I think it's probably reasonable to err on the side of having the flag available to all by default.  It's fairly self-describing and not particularly likely to be mis-used anymore than the review flag would be misused.

cc'ing Vivien and Tim as the owners of Gaia in case they want to nix doing this more broadly.
