enter_bug's product selection screen should pass on bug form parameters to the next page

If I click a link to Bugzilla's enter_bug.cgi with product and short_desc parameters <https://bugzilla.mozilla.org/enter_bug.cgi?product=Bugzilla&short_desc=HELLO>, the summary and product fields of the new bug form will be prefilled. If that link I click doesn't mention the product <https://bugzilla.mozilla.org/enter_bug.cgi?short_desc=HELLO>, I'm first taken to the page to select a product (the current page's URL still includes the short_desc parameter at this point). After I select a product from that page, I'm taken to the bug form, but the short_desc parameter is now missing, so the summary field in the form is not pre-filled for me. IMO, the parameters should be preserved when you select a product.
