When I attempt to open a missing file via a file: url, nothing happens.  
Mozilla should give some kind of error message.

Reproducible: Always
Steps to Reproduce:
1. Ctrl-L
2. file:///this file is missing
3. Return

Actual Results:  Nothing happens

Expected Results:  An error message should be displayed.  Maybe the "open from
file" dialog should be opened.
