An Apps:Publisher should be created for the Marketplace publishing tool. This permission should indicate that the user is able to log in to the publishing tool and use its full functionality. More granular permissions may need to be created in the future.
You'll also need to either create a new Group for non-Staff/Admin users who need this permission specifically (or re-use the Feature Managers group)
