This add-on seems[1] to be related with the DataMngr add-ons that hijack and enforce search settings that we've been coming across recently. It's grown steadily to ~1M users since it appeared at the end of April.

So, the block from bug 844979 turned out to be from Bandoo, even after they initially denied it. I'm restarting my discussion with them so that they no longer distribute this independently.
They acknowledged the message and are looking into it. Apparently it was caused by a partner they hadn't contacted.
According to the developers, usage should be trending down now.
I'm closing this bug since it appears to have been fixed by the dev. Please reopen if the problem persists or reappears.

Usage is trending down, but there are still well over a hundred thousand users infected by this, by the looks of it, all silent installs. I think it should still be blocked.
