Is it a way to provide ETA for this? 

Neo can't provide UX in an early stage, and we may need to implement a draft version of Gaia app, in order to integrate with Gecko part for testing first. 

And, since Ivan already assigned to Arthur, cancel the need info to Candice.

Yeah, the basic idea around this was to provide a setting for this (in the settings app) and then have the WAP push app from bug 891762 use that preference to quiet up all WAP messages, correct?

Sounds good, we already have a wap.* category so this will fit in just fine.
