89683 - Carret doesn't follow page up / down navigation in composing windows

This bug exists since a long ago but I wasn't able to find something relevant in
Bugzilla (I almost can't believe this): When scrolling, via Page Up or Page Down
, a document in Mail & News (editing window) or in Composer, carret is not
moved. This makes keyboard only navigation / editing a bit confusing since you
have to leave keyboard and move the carret with mouse (otherwise the last Page
Up/Down scrolling will be cancelled on the next key event). And in general, I
think usefulness of Page Up / Page down scrolling in composing windows is
greatly reduced.
In NS4.7, carret follows Page Up/Down while it doesn't on Composer. It's 4xp, at
least for the Mail part.

Reproducible: Always
Steps to reproduce:
1. Open a Mail composing window containing text that can be scrolled using Page
Up/Down.
2. Using mouse or arrow keys, place carret at the beginning of the message. 
3. Scroll down using Page Down, then click right arrow key once.

Expected results:
Carret is visible in the part of the screen where Page Down has scrolled.

Actual results:
Carret moves one character to the right of it's initial place in step 1. Screen
automatically scrolls back to the start of the document.

Additional notes: Ctrl+End does move the carret. So Page Up/Down scrolling is
inconsistent with all other types of keyboard navigation, regarding to carret
behaviour.

You 're right. The only thing to complain about that bug report is that there's
no mention about Mail & News composition windows.
