Example of how it looks after horkage.
Using build 20010706 Branch on Windows, when you hit the dropdown arrow for
the url bar, it makes the main toolbar grow huge. traversing the list improves the
look somewhat.
I'm assigning to hewitt as a guess, since I know he checked in some main toolbar
style stuff yesterday for the keyverb dropdown.

nominating. I think this looks bad enough on a main toolbar that we have to try
and fix it for the limbo build.

happens in modern theme too. This could be a stopper because this is a main nav
toolbar bug.
