[MediaEncoder] Use PR_LOG to print debugging info

Details
We have debugging info logged with __android_log_print currently, so consider this encoder module will be tested on browser more often than on b2g environment, adding the PR_LOG might be helpful. Should be a very easy and low priority task.

Should not be a blocker for 1.2, but nice to have this implemented for future development.

As we discussed in the Media Playback work week at Auckland, we should provide an unified logging for the media module. (Not just for MediaEncoder, so maybe we should change the title.)

It may include the timestamp for capturing the performance issue.
