Patch review pages should show the comment (if any) made when the patch was uploaded

Details
When uploading a patch for review, the person uploading the patch often has a note or comment directed to the reviewer. This get submitted as a comment on the bug as part of the change that attaches the patch. However, when a reviewer is reviewing a set of patches, they will often just go through the patches one by one and miss the comments on the bug that go with the patch. This definitely has happened to me, particularly in cases where I don't review the patch right away - I see the comment when the patch is uploaded and I get the bugmail, but then later when I process my review queue I've forgotten about the comment. What I would like is for the comment to be visible in the patch review page on splinter, probably on the same screen that shows the commit message and general feedback box.

As this is a bug in the Splinter component, wouldn't it be more appropriate to mark this as WONTFIX, as the duplicate bug applies to a different system (MozReview)?

Maybe. The bug summary is applicable to MozReview as well as splinter. Conceptually that bug is doing what I wanted in this one so I figured duping was appropriate.
