This is a meta bug for tracking all the things we can do to reduce the impact of the foreground and background page thumbnailing we do. "impact" is to be taken in the broadest sense - perception of the user, use of computer/network resources, impact on other Fx features/addons, etc.

I think we should only fire thumbnail code via a separate process and only do it if there are blank thumbnails in newtab(or if they expired)
