accesskey shortcut clashes with change keyboard language shortcut

Steps to reproduce:

shift + alt is used for both changing the keyboard language and as the accesskey modifier. These tasks are unrelated and causes confusion.

1. Think about using access key.
2. Press shift + alt in preparation to use accesskey.
3. Change mind, release shift + alt.


Actual results:

Keyboard language is changed.


Expected results:

Nothing.
Moreover, if a user does not know how they have changed the keyboard setting, I, and presumably the average user, has no idea how to change it back. I cannot find the setting in the preferences GUI, or even in about:config.

Ahhh, I see now that alt + shift to change the keyboard language is a Windows shortcut and a Windows setting, not a Firefox shortcut and Firefox setting, hence no Firefox option. However, the shortcuts still clash.
