900014 - Schedule B2G emulator jsreftests on cedar

We want to get B2G jsreftests running. This will allow us to disable the Android NoIon builds completely (as B2G will give sufficient coverage for noion).

Mihnea wrote the mozharness patch in bug 873179, so let's get them enabled on cedar (and possibly ash?) so they can bake for a bit while we iron out whatever issues pop up. I guess let's run them on both the Fedora pool and the Ubuntu pool to see what happens.

Well, these are scheduled on Cedar.

They seem to be having mozinstall problems, when the other emulator tests don't.
I think this is because unless we specify --no-update, we run mozinstall.

Adding --no-update to the commandline options.
