In bug 896250 we suffered a regression because plugin layers we're likely no longer made active which caused them to render incorrectly. We reverted this change which made the problem disappear but I believe that the bug still happens if we have inactive plugin layers. To reproduce this bug force plugins to be inactive on a retina display.
Is 24.0 and below really unaffected? See bug 903296.

The unaffected flags we're cloned over. I believe all versions are affected since this was never implemented correctly. However I don't believe it's related to bug 903296 because in most cases we force active plugin layer.
