I'd like for new Bugzilla users to be able to see and use the needinfo flag at the bottom of the page while they're entering a new bug or looking at show_bug.cgi. Currently, new users can use needinfo but only from the "flags" dropdown menu. This will be useful for new triagers and bug wranglers who are going through our triage tutorial. Thanks!

This will expose the needinfo checkbox in the UI after the comment box, to any user, rather than limiting it to users with canconfirm.
