Buri  (happens on unagi, leo as well)

1. insert a pay-as-you-go T-Mobile SIM
2. reboot the phone
3. using the notifcation status, turn off wifi and turn on mobile data
4. launch browser
5. go to www.google.com

Expected: www.google.com is seen
Actual: Error 400 -- Bad Request
URL is : http://u.web2go.com/upsell/upsell.do?url=http://www.google.com

Note:
1. goes to www.google.com on android device with the same SIM.
I think this might be a settings issue?  Other SIMs (AT&T subscription, T-Mobile subscription SIMs) work fine
I am able to replicate this.  Also on a T-Mobile Pay As You Go SIM.

All Apps and Firefox Browser work well if wi-fi is on.  All App loads and all browser sessions fail with an Error 400 if wi-fi turned off.  Something about T-Mobile SIM must be sending malformed requests over data channel.  (Checked that clock-time is accurate.)  Some other settings error perhaps?
