Per b2g cross-group meetings, and posts to dev-b2g and dev-gaia, these Otoro builds are no longer being used. This bug is to stop generating all Otoro builds, stop all tests on those builds, across all branches and anything else that needs doing as part of this cleanup. We can better use the CPU time and diskspace for other device builds.

I checked our RIL scripts and there is no need to touch them - we don't generate RIL repacks for otoro.
