90092 - Language and Region should be combined in a single panel under Appearance

Currently, Language is selected within the UI for the Appearance panel, and
Region is selected in the Content Packs panel, which is a sub-panel of
Appearance.  Content Packs contains a Download More button, Appearance does not.
 Some users might not realize that in order to download more languages, they
first need to go to Download More in Content Packs, and then apply the new
language in Appearance.  A solution to this problem would be to add a Download
More button in Appearance, but it might be better to combine Language and Region
options in a single panel, such as "Customization Packs" (or some other good
catch phrase).

good point, i agree with that suggestion.  however, i don't think the proposed
"combined" panel should be under Appearance, more appropriate under Navigator,
or Advanced.

i won't be able to do a spec for this atm, is anybody willing to take a stab at
the combined panel?
