User Agent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/28.0.1500.95 Safari/537.36
Steps to reproduce:
Create new event. Set Start time to 11:05am, end time is forced to 12:05pm. Change end time to 11:30am, and start time is set to 10:30am.
Actual results:
Start time is being reset to 1 hour before end time. Can not set event time increments lower than one hour.
Expected results:
Start time should have stayed at 11:05am.

It seems that you have enabled the 'keep duration' feature. To enable or disable the feature click the button with the chain link icon that is located right of start/end time field.
