90200 - URL bar stuck open, stops responding after expanding

When expanding to see last few addresses entered, the (empty) URL bar stays
open.  It it also impossible to enter a new URL after this.  The problem remains
after opening a new page, and it exists in both Classic and Modern themes.

Reproducible: Always
Steps to Reproduce:
1. Click the down arrow on the right side of the URL bar.


Actual Results:  Empty URL bar get stuck wide open and stops responding.

Expected Results:  URL bar should only open large enough to fit the last few
entries.  It should also be possible to close the list and enter new addresses.
