In the discussion to bug 65241, which originally dealt with Content Pack menu item for the View menu, it seems to be agreement that "Languages and Web Content" as well as "Apply Theme" should be removed from "View" menu as the functionality is in Preferences as well (I think "Download theme" has still to be moved there - but that's a small amount of work). People stating this beside me were at least mpt, Henri Sivonen, and, if I get it right, also hangas and jaimejr, perhaps ftang. At least the menu items should move to the "Debug" menu, from what I see in the discussions.
I don't know:once theme switching doesn't require a restart, it'd be somewhat desirable to have a quick way of switching themes without having to traverse the preferences menu.

This is basically a dupe of bug 90046, except that this bug also calls for removing "Apply Theme" from the View Menu.
Would anyone have a problem with removing the "Languages and Web Content" part from this bug's summary? Bug 90046 already exists for that issue, and Themes really should be dealt with separately.
