This is the first part for testing for empty pages. This also adds a basic method that will be fleshed out to re-enable tests from bug 895673 (e.g., testClearPrivateData, testBookmark, etc).

Putting this on hold for about home tests rewrite, because this current approach relies incredibly heavily on reflection.
