When I hit shift-reload on the image, Mozilla makes two requests.

Reproducible: Always
Steps to Reproduce:
1.  Surf to image URL
2.  Hit Shift-refresh

Actual Results:  Mozilla makes two requests after hitting refresh

Expected Results:  Mozilla should only make one request after refresh
