Steps to reproduce:
plugins.click_to_play = true
Update from SM 2.19 to SM 2.20
going on youtube
Plays flash without asking.
Searched whole bugzilla (not just seamonkey):
Found: https://bugzilla.mozilla.org/show_bug.cgi?id=874959
So the solution is: plugins.click_to_play toggels the option in the add on manager.
The problem: the plugins should be "ask to activate" by default when updating with click_to_play enabled.
Expected results:
plugins.click_to_play = true should have been honored during upgrade, to set all plugins in the add-on manager to "ask" and not "always active"

Duping to Bug 901749 for now, the pref window will be changed there to set the correct pref and also the pref migration will be handled there (maybe, not sure about that yet). BTW: You can set "plugin.default.state" to 1, this will set all plugins to click-to-activate
