90428 - Installer failure. Reports "Error 18 unexpected error"

Using either the Mac full installer or the partial installer the instlation 
process encounters an installer error 18: unexpected error.

Reproducible: Always
Steps to Reproduce:
1.Launch installer (full or partial installer)
2 Select the options.
3.Instaltion fails with the installer reporting Error 18: unexpected error.


Actual Results:  All the instller was able to do was to create an empty folder 
for the browser.

Expected Results:  I expected the browser to install.

My guess is that a file was accidently left out of the Mac nightly build which 
caused the error.
