Fix Bug 904644: Hide vote button when voting closed. Preserve vote count. Also changed link in header to 2013 videos. It was pointing to a non-existant section of the HP.

Verified vote button is removed, and vote count is displayed. Also verified header goes to 2013 videos, no 'vote now' link.
