using 2001071104 on win2k sp2

having turbo mode enabled:
if you start mozilla using -help cpu goes up for a very short time
and then nothing happens.

this really isn't something bad so I set the severity to trvial ;)
WFM 20010712 linux trunk cvs; must a platform thing.
tingley: turbo is windows only ... the problem is that on non debug builds we 
don't provide a console unless you use -console, and it doesn't really work w/ 
-help anyways.
