Steps to reproduce:
Installed Firefox upgrade 23.01. Tabs setting as per attached.
Actual results:
Tabs began to appear by default, and I cannot get rid of them.
Expected results:
Tabs should not have appeared unless deliberated selected,

Opening a new tab shows recent history, when it should be blank.
The option to hide the tab bar has been removed in Firefox 23 (the setting was called "Always show the tab bar"). Is that what you mean?

Comparing versions 22 and 23, yes. There is no way to hide the tab bar. I am very sorry to see that function go.
I do a lot of internet research. I never use tabs. I prefer windows side by side on my large monitor. I find tabs annoying, and disable them whenever I can in all applications, including the Adobe Creative Suite. But that my preference.
Anyway, thank you for looking into this issue, and for all your work on Firefox. I have been a user and occasional tester since Mozilla 0.7.

Tried to fix it in the about:config file with no results;
Then I found:
