I would like a flag to |mach xpcshell-tests| that will print skipped tests instead of running tests. I would like this so I can easily audit the list of skipped tests and possibly look for oddities. Ideally the output will also include the reason the test was skipped.

Yes.
Also, this feature could be expanded to "show me test metadata for any arbitrary filter." e.g. I'd like to see a list of sequential tests so I can easily find misbehaving tests that need looked into.

I'm thinking if maybe this would be better implemented just on top of the manifest parser, so it stays generic?
