This also occurs for me for both `build content` and `build content/canvas`. `build content/canvas/src` works though.

Attachment: Don't attempt to track tier progression during partial tree builds

This is the easiest fix. We could attempt to track things during partial
tree builds, but there are so many edge cases I'd rather eliminate the
problem completely than go chasing all the different failures that will
creep up.
