Steps to reproduce:

1.settings----Cellular & Data-----Network operator----Network type  change it to 2G only.
2. restart the phone and capture the log.


Actual results:

I think that the command(SET_PREFERRED_NETWORK_TYPE) is send early, and it should be send after the RIL is ready.


Expected results:

2. the SET_PREFERRED_NETWORK_TYPE is right.

Hi:
  As we can see, this SET_PREFERRED_NETWORK_TYPE is the first command issued after RIL socket connected. 

 As lecky said, SET_PREFERRED_NETWORK_TYPE is requested too early. some modem can *not* handle it when LPM.

The suggestion is to trigger SET_PREFERRED_NETWORK_TYPE when radio is ready, (and only trigger once to avoid impact network camping)

Hi I have fixed it.
I modify that the SET_PREFERRED_NETWORK_TYPE command would be send after the state of radio is RADIO_STATE_ON.
