910367 - Select boxes not updating options correctly

It seems like when a page event should update a select box elsewhere on a page, the update isn't happening. I've seen the same behavior in FF Nightly (with BugzillaJS addon) and Chrome. No JS errors in either page. I'm using the Mozilla skin of Bugzilla.

steps to repro:
load an existing bug page
change the product

expected:
components update to reflect the components of the product

actual:
components remain unchanged from previous product

edit multiple bugs
select all
try to change target milestone select box

expected:

select box populated with target milestones

actual:
empty select box
