Currently we deal directly with the app registry in Webapps.jsm by touching this.webapps.
We need to move that to it's own abstracted storage component (even if for now we keep it serialized as a json file).
One tricky part will be to keep the OOP and the AppsService xpcom component working.

We need to do bug 910466 first, since I think that Webapps:UpdateAppState should be sent by the storage component whenever an app's property changes.
