Bug 825771 implemented the image-orientation CSS property. We can use the 'from-image' value to display the image in the orientation that the image provides (via EXIF data).
We should update the ImageDocument CSS to reference this property.
The code for this is located at /layout/style/TopLevelImageDocument.css
