910883 - Purchases denied but credit card bill shows the payment approval - Seahorse

Steps to reproduce:

1- Create a new Marketplace User (Bango ID should be unblocked);
2- Find a paid App;
3- Click to buy;
4- Insert the credit cards info (in this case a non venezuelan CC used and set the CP state for payments);

expected behavior:

The message: "payment complete" is displayed, the app button changes its state to install and changes again to launch if installed.
The App can be accessed inside the user's shelf "My Apps".

observed behavior:


A message: "Sorry, we have a problem. Try it later" shows up to the user.

If cc is billed, that's not good, bumping to P1.

Raf, can you confirm if the transaction is still showing on your card, if you could do this as late in your day as possible that would be good. It may be that the transaction funds are reserved but then released when not completed

Hello Rusty! ON friday (08/30) all purchases were completed normally.
I saw this problem just on thursday (08/29), this night it will be available on my CC bill (I checked by phone when I saw the problem) ans I'll mail you the info (and copy-paste here too).

Today I could see one completed purchase on 08/29.
It shows up on my CC bill as successful payment.
On 08/29 I tried more than 20x to buy App to check the problem during all testing day.

As you can see here, just one made on 08/29 and on 08/30 working normally:

transaction 1 was started on 28th but completed on 29th in UK (before midnight in Seahorse but after midnight in UK) - this was the only successful transaction on 29th before the problem occurred. issue fixed on 30th and that was when we saw successful transactions again -  as per 4 further transactions above.
