'outline maps'  means you can download a whole map on you phone when you has network,than after that, you can check the information without a network ,and also save the dateuse.
Press the menu right top of the screen,and press "save area",you can start to download

This is not a Gaia bug - it's a 3rd party app bug, which belongs in the TE component.

This is not a bug, at most a feature request. You cannot search for places in downloaded maptiles, we also show that clearly in the search field: you have to go online to do a places search.
