Changing background color has no effect in mail window

Mozilla/5.0 (Windows; U; WinNT4.0; en-US; rv:0.9.2+) Gecko/20010708
1. go to prefs/colors
2. change bg color or check Use system colors box if you have changed desktop
settings
3. close/open or shut/restart and see no changes
The browser window seems to pick it up but needs to be reopened to reflect the
change.

This is a dup of one of the following, most likely the first, as it seems like a
root cause.
bug 40546: "Background color of HTML mail not shown"
bug 69436: "system colors still ignored for mail/news reader background"
bug 63809: "Message display background color ignores preferences"
