This matches the list in http://hg.mozilla.org/build/buildbot-configs/file/production/mozilla/l10n/all-locales.mozilla-central, which comes from attachment 741509 [details] in bug 863452, and was created by me back there. Gavin, your review queue is lengthy, but still trying, as I don't really know a good reviewer for this. Well, aside of myself.
