Details

We should be deploying socorro to the database systems the same way we deploy to everything else, with one caveat: We need to run alembic upgrades. 

An alternative is to run alembic upgrades from another system that has remote database superuser access. 

This probably needs to be broken up between stage and prod as far as the order we implement this goes.
