Expected: Before After is displayed both times
Actual: Only Before is displayed second time, and window is not opened. You
cannot open any new browser windows at all!!! untill you restart netscape 6!
Tested only on Windows 98 so far. Might be related to 88174.
This is slowing down my automation testing. I have to restart the browser every
time. This bug is very serious, visible, and annoying and should be fixed in RTM.

Dom level 0 sounds more appropriate actually

also happens on linux redhat.
Tested on branch from 07/17/2001
