So how likely is it that this will happen? Is anyone writing patches for encoding support these days? I'd hate to keep flip-flopping in the specification. And ibm866 is not really a terrible encoding to begin with (it's single-byte and ASCII-compatible)...

The potential payoff from removing this is rather minimal, but that was also true of the other DOS encodings. We should at least get telemetry before taking action.
