Steps to reproduce:

Add a widget to the addon-bar, right click to customize its position, and drag it to either the palette or another toolbar.


Actual results:

The widget will go back to its original position on the addon-bar after a browser restart.


Expected results:

The widget should have persisted its position after the browser restart.

To reproduce, move widget into palette. After a browser restart, it will be back on its original position on the addon bar.

Also, installing an addon that uses overlays to add a toolbarbutton sends the widget back into the palette.
