Mozilla/5.0 (Windows NT 6.1; rv:26.0) Gecko/20100101 Firefox/26.0
Build ID: 20130904030204
The Reset notification is covered in less than a minute by another notification (Nightly/Aurora automatically sends some data to Mozilla so that we can improve your experience) making it invisible to the users.
Steps to reproduce:
1. Set your computer clock to 61 days in the past.
2. Install the latest Nightly.
3. Create a new profile and launch Firefox 26.0a1.
4. Use the profile for a bit and close Firefox 26.0a1.
5. Set the computer clock back to the original time.
6. Launch Firefox 26.0a1.
Expected results:
The Reset Notification bar is visible at the bottom of the page until I decide to close it or I reset Firefox.
Actual results:
The Reset Notification is covered in less than a minute by another notification (Nightly/Aurora automatically sends some data to Mozilla so that we can improve your experience).
Notes:
Reproducible on the latest Nightly 26.0a1 and on the latest Aurora 25.0a2.
Reproducible on Windows, Ubuntu and Mac OS X.

This behavior is encountered ever since the reset notification was added in Bug 498181.

It might make sense to tweak the relative priority of these notifications, I guess, to make the "reset" one always take precedence. Since we only show the "sends some data" notification once, though, this is unlikely to actually affect people in practice (new profile users don't have ancient profiles).

Summary: The Reset Notification bar is not visible enough to the user → the old-profile reset notification bar can be hidden by the Telemetry/FHR notification bar

I'm going to call this WONTFIX, since it can only happen in very contrived scenarios like the one in comment 0.
