Setup chief deployments for stage and production.

Can you confirm if we need to do some pre-reqs here prior to filing the IT bug.

Poking around I do see some stuff in the docs directory but I do not see a commander script. If there are tasks we need to do please just add em to this bug.

If everything is good to go I can file the IT request.

I've put up a PR at https://github.com/mozilla/lumbergh/pull/34 for adding a deploy script to Careers.

We should be fine for filing an IT bug asking for chief at this point, and just include a link to that PR to let them know that the script for deploying will be merged shortly.
