User Agent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/29.0.1547.66 Safari/537.36
Steps to reproduce:
Just general web browser. Anything at all really, even opening the program.
Please read this forum thread from Mozilla Support forum, where I go into exact detail on what happens, what I've and others have done to try to fix the issue, and just plainly how we are all stumped, other are experiencing this issue, and how this issue has been going on for a long time.
https://support.mozilla.org/en-US/questions/956348?page=1
Actual results:
Program will freeze or lag, one or the other, never one because you did X or Y.
Expected results:
With a normal system with a uncongested internet connection, the program shouldn't need to freeze &/or lag at all.

This affects me too. I agree that it is unlikely to be anything beyond a core Firefox issue, as it has occurred on every single desktop system (Windows and Linux) on which I have ever used a modern version of Firefox.
It seems to happen most often when opening a new page, regardless of whether it is opened in a new tab.
It's not reproducible by, say, reloading the page or opening it in a new tab. It just happens intermittently. The whole Firefox program just becomes unresponsive for a long time (several seconds, up to around a minute). It's generally not CPU related, as I don't see huge CPU spikes when it happens.
Could it be some kind of garbage collection process, or a race condition, or some blocking network handshaking? Who knows, but it sure is annoying to us end-users.

Did some bugzilla searching. This could be related to bug 877784, as I just noticed my cache usage was at 349MB, and I think the default limit is 350.
Could some cache cleanup process be causing the hang?
John: What is your cache usage when this happens to you (Options/Preferences->Advanced->Network->Cached Web Content)? Does setting the cache limit to 0MB or to something really big make a difference for you (I'm just now trying to test this myself)?
Cache is clean, I clean it regularly, and cleaned it before an clean re-install. I haven't been able to find a fix, and neither has anyone I know or have talked to on the web.

I have had this issue across multiple machines in recent versions.
32-bit, 64-bit, safe mode, cache wipes, clean install... NOTHING affects it.
If it's Firefox, it will freeze on loading a new page. It's not related to cache, history, extensions, video drivers, or anything like that. If it were, then at least one of my machines would be free from this issue, so I'm going after the one common element; Firefox.
