91425 - Wrong caret focus when you try to move caret in the search field of this page

Build: 07-18 branch, N6.1PR1 build on all platform
Not reproduce on: N6.01 build

Steps to reproduce:
1. Launch browser, go http://www.msn.co.jp
2. Move mouse cursor to Search text field.

Result:
You will see the mouse focus to out of this field - see atttached file later.
If you start typing, then the cursor will move inside the field.

This is happens on even English system, but the page is a Japanese page.
Please change the component if it is not an i18n problem.

i this this is a general problem - i see a similar thing affecting the top
search box at http://www.happypenguin.org/, where i can click between the "c"
and "h" in "Quicksearch", and cursor is then outside field. The text positions
correctly first when i start typing. (seeing on Linux, and this isn't quite new..)

Today's http://www.msn.co.jp cannot show the page, it ask me to download IE.

I cannot reproduce the problem in http://www.happypenguin.org/. I put the cursor
between "c" and "h" in "Quicksearch", the cursor stays between "c" and "h".
I used 7/17 branch build on Windows 2000 US.

I still can reproduce the problem on http://www.msn.co.jp today / 07-18 branch 
build on Win2k-CN.

Also, with http://www.happypenguin.org/, the "Quicksearch" just show 
"Quicksearc", so, when I try to move caret into the string, it doesn't show 
anything.  And I did enlarge the browser window, the string "Quicksearch" is 
outside of the text field(see attach image file).

Now I can reproduce the msn.cp.jp problem. The page changes constantly, you
might want to save it locally if also reproducible with local files.
Reassign to the editor group.
