The devtools code live in:
./toolkit/devtools
./toolkit/locales/en-US/chrome/global/devtools
./browser/devtools
./browser/themes/linux/devtools
./browser/themes/osx/devtools
./browser/themes/windows/devtools
./browser/themes/shared/devtools
./browser/locales/en-US/chrome/browser/devtools
We should move all of that in a top level directory /devtools/.
That might impact how we handle theme code and locales.
