Given that we don't have section numbers in the content, having the numbers in the TOC doesn't make sense. They just, really, use up valuable space without adding anything. I think we should lose them.
Same thoughts as in bug 914797. If this is what Sean recommended, I recommend we keep it that way. We can always revisit this bug if other users report the same confusion.
